The Youth Allowance age boundary

The boundary between Youth Allowance and Austudy is an age line: Youth Allowance is the student and apprentice payment for people under 25, and Austudy is the payment for people aged 25 and over. In plain terms, if you are under 25 and studying full time, you look at Youth Allowance first; if you are 25 or over, you look at Austudy. But the line has an important exception, and misunderstanding it causes real payment gaps.
The exception: staying on Youth Allowance after 25
If you were receiving Youth Allowance before turning 25 and you are still pursuing the same course of study, you generally continue to receive Youth Allowance until you finish that course or leave it. Turning 25 mid-course does not force a transfer to Austudy, and you should not lodge a new Austudy claim in that situation unless Services Australia tells you to. The exception protects continuity: your rate, your tests, and your reporting stay as they were, rather than resetting mid-semester.
When Austudy is the right payment
Austudy is the right payment when you start a course or apprenticeship at age 25 or over, when you return to study at 25 or over after a break, or when you change to a new course after turning 25. In those cases you claim Austudy directly, and the Austudy rules on this site — including independence from your parents — apply from the start. The distinction is about when your study began, not just about your birthday.
What changes at the boundary
| Feature | Youth Allowance (under 25) | Austudy (25 and over) |
|---|---|---|
| Age group | 16 to 24 for students and apprentices | 25 and over |
| Parental test | Dependent students can face a parental income test | No parental income test; recipients are independent |
| Personal income test | Own income tested, with its own free area and taper | $539 free area, 50-cent then 60-cent taper |
| Study condition | Full-time approved study or apprenticeship | Full-time approved study or apprenticeship |
What to do as your 25th birthday approaches
If you are already on Youth Allowance, do nothing unless Services Australia contacts you — your payment should continue under the same-course exception. If you are not on any payment and you will turn 25 before your course starts, wait and claim Austudy, or claim Youth Allowance first if you are still under 25 at claim time and ask Services Australia which payment will carry you through. Either way, get the answer recorded in your claim notes so there is no gap between payments. A gap of even a fortnight at the start of semester is hard to recover from on a student budget.
